for just a few of the highlights from our Strategic Plan. Most importantly, we did it together with input from a wide range of stakeholders that care about our students and the future of RUSD. “We are even stronger together!” - No Afternoon Bus Service to Del Mar on the Last Day - We were informed that there will be no afternoon bus service from Del Mar on the last day of school. Only Del Mar is affected.
- E-bikes - Marin’s new e-bike laws under AB 1778 take effect this summer, and we would love your support in spreading the word. The new laws state that:
Class 2 throttle e-bikes are for riders 16 years old and up. Helmets are required for all ages. - Feasibility Survey
- You will soon hear more about a Bond Feasibility Survey. This is a way to gather information from all three of our communities about your facility priorities. This does not guarantee that we will add a bond to the ballot. It simply provides more information about the community’s wishes.
- Bel Aire & Mosaic
- Thank you to those of you that were able to attend the parent input meeting about Mosaic, the Board meeting, staff discussions, or the survey for incoming 4th grade families. We are hearing a wide range of opinions, and we value each perspective. To clarify, an article stated that a final decision has been made regarding Bel Aire School’s participation in the Mosaic Project this fall. That is incorrect. It is not canceled. Mr. DiCosmo has provided a recommendation to the Board of Trustees, but the matter remains under consideration as talks are still underway with Mosaic. Additionally, Mosaic has changed their message to state that there is now space available for two fourth-grade classes to attend in October and more space available in the Spring. In discussions, the Board expressed their support of the continuation of the outdoor camp and asked that the staff work together to address concerns. Mr. DiCosmo and the Bel Aire team will continue to seek input and devise a plan.

The Board of Trustees reviewed the following items at the RUSD Board Meeting on June 3:
Board of Trustees Update
– The Board of Trustees shared a heartfelt thanks and expression of gratitude to all of our amazing staff and leadership team for their time and dedication to our students and a special thanks to our beloved staff who will be retiring this year after decades of service to RUSD. Additionally, Trustees shared information about the meetings and activities they have attended including, the Celebration of Education, parent volunteer luncheon, E2 meeting, Sam Drazen at Bel Aire, 5th grade artist presentation, 7th grade Career Day, 4th grade Paleotechnics in-school field trip, Artist bins downtown, JPA Meeting, Chamber of Commerce event at the library, JLAC meeting focused on the Governor’s May budget revision, and the Mosaic community meeting at Bel Aire.
Superintendent Update – District Superintendent Dr. Kimberly McGrath provided updates on the Governor’s May budget revision, draft goals for 2025-26, and the Strategic Plan Year 1 Review.
MOSAIC Program Update (SEL)
– Mr. Brian Lynch, Director of Student Services, and Mr. John DiCosmo, Bel Aire Elementary Principal, presented information regarding MOSAIC, the Social Emotional Learning (SEL) program for the 4th grade and an update on the process and input. The Board expressed their support of continuation of the outdoor camp with concerns from the community addressed.
Approval of Tentative Agreement with CSEA
– The Board of Trustees approved the Tentative Agreement between RUSD and the School Employees Association (CSEA) Reed Chapter #448 and negotiated contract language changes.
Approval of Disclosure with RDTA – The Board of Trustees approved the required AB 1200 Disclosure for the RDTA Tentative Agreement with the Reed Union School District.
Presentation of the 2025-26 RUSD LCAP and Budget
– Mr. Brian Lunch, Director of Student Services and Chief Business Official Dr. Chris Kim provided an overview presentation on the LCAP to the Board, along with the indicators from this year’s LCAP.
Presentation of the Proposed 2025-26 RUSD Budget – Chief Business Official (CBO), Dr. Kim presented the RUSD Fiscal Year 2025-26 Budget and Statement of Reserves which includes the District’s updated multi-year projections through Fiscal Year 2027-28.
Approval of Letter of Agreement for Community Survey
– The Board Subcommittee conducted interviews with two well-regarded and highly qualified public opinion research firms to conduct a community survey. Following careful consideration, the Subcommittee concluded that Dr. Richard Bernard of FM3 Research presented a highly analytical approach that aligns most effectively with the District's needs. The Board of Trustees approved the Letter of Agreement with FM3 to proceed with a community survey.
Approval of Expanded Learning Opportunities Program (ELO-P) – Superintendent McGrath presented the 2025-2026 school year Expanded Learning Opportunities Program (ELO-P) in partnership with The Ranch. The Board of Trustees approved the proposed ELO-P program.
Approval of NEW Food Service Vendor for 2025-26
– CBO Dr. Kim presented the new 2025-2026 school year Food Service Vendor contract with Dee’s Organics. The Board of Trustees approved the proposed new vendor agreement.
